Become an fp21 Fellow

fp21 Fellows share our vision for a new culture of evidence-based foreign policy and want to support the mission. Fellows come from various sectors — government, technology, academia — and contribute their unique experiences and perspectives to fp21’s work.

The fp21 fellowship helps individuals develop their foreign policy expertise by publishing an original article on foreign policy reform with fp21’s support in setting-up expert interviews, writing effectively, and publicizing to a policy audience. Fellows will also develop connections through networking opportunities and occasional events, and get priority invitations to fp21 research or contract opportunities.

Get Published with fp21

fp21 invites guest articles that support our goal of building a new foreign policy culture of evidence or otherwise fit into our research agenda. Please note:

  • fp21’s primary focus is the process — not the substance — of foreign policy. We do not publish arguments in favor of specific policies, such as how to achieve peace in Ukraine.

  • Some examples of acceptable submissions include descriptions of the foreign policy process, reform recommendations, analyses of bureaucratic hurdles, issues related to workforce management, foreign policy organizational change success stories, and historical case studies of decision-making processes.

  • Our primary audience is policymakers, but our community also includes scholars and outside experts interested in the processes and institutions of US foreign policy.

To submit an article for consideration, email a short pitch to pitch [at] fp21 [dot] org. Pitches should be 100-200 words and should explain the main point of your article, the evidence that supports your argument, and why you are the one to write it.

fp21 will review your pitch and invite a full draft if the pitch is appropriate to fp21 and has a high probability of success. The draft will then be reviewed for clear arguments supported by evidence and communicated effectively for a policy audience. At this point the draft may be declined, revised, or recommended for deeper collaborations with other experts to expand your argument. Final articles usually range from 800 - 2,500 words, but longer reports may be considered.
